We are out of money at the Federal level. We have eliminated earmarks, so we can't do what we used to do, and we probably shouldn't have done it then. At any rate, we are borrowing 42 cents on every $1 we spend, so we don't have any money to give to the States. But the States do have this authority, an authority to do a sales tax.…”
