Mr. President, this has been an interesting few days as we have seen the Senate operate the way it is probably designed to operate. It is not supposed to be the fastest legislative body in the world. It is supposed to be one that goes over issues slowly and gives those issues full consideration. I am so pleased the bill before us has been through the committee process. It has been years since we have seen bills go through that committee process. Virtually all of the bills are coming through the committee process this year, and that means several hundred amendments have already been offered to this bill. A lot of them were considered in committee, some of them were considered duplicative, of course, but it brought this bill to the floor, which is very important for the economy of the United States. I hope we can work through the process and get the bill finished. In fact, I am relatively certain we will. It is not the prettiest way of doing it, but it is the way it gets done and has been getting done for centuries in the United States. A Balanced Budget Mr. President, what I really want to talk about today is the importance of a balanced budget. Over the past few weeks, we have seen America reacting to a Congress, and especially the Senate, which is back to work doing the people's business.…
