That is probably the only way it can be done, is to have the President suggest this is leadership, this is management, this is what the White House is supposed to be in charge of and could do. I also know that even if the President talks about eliminating a program, there will be the 10 good examples from across the United States that actually work that will come in and flood us with comments about how that program cannot be eliminated. This is why I have the penny plan--one cent of every dollar across the board. Then you don't run into that problem. As I said, that would balance in 3 years, not 10 years.
