I am hoping we can do something for the veterans in a bipartisan way under a bill that Senator Isakson worked on for a long time, but on this amendment, the Congressional Budget Act requires that amendments to a budget resolution be germane. Since this amendment doesn't meet the standard required by budget law, a point of order would lie, so I would raise a point of order against this amendment under section 305(b)(2) of the Congressional Budget Act of 1974.
