No, it keeps the IOUs the same. The Social Security surplus will grow; the debt stays the same. Then the interest gets added to the public debt because, again, it cannot be taken out. It has to be invested in more bonds. That is part of the problem with Social Security; the only thing that can be done with the Social Security funds is buy U.S. bonds.
