If I can answer the question, in the State of the Union speech, the President said we are going to use the Social Security surplus to pay off the national debt. Over a 10-year period, we are going to have $1.8 trillion in money we can use to pay off the national debt. And I said the same thing you did, that is, moving the money from one pocket to the other. That is not honest. But we have made a commitment that we will protect that Social Security surplus. The one thing that is allowed by law to be done with that is to pay off bonds in the public debt. The only investment we are allowed to have at the present time for Social Security is bonds.
