We appreciate the bipartisan spirit in which people have participated, especially in committee for a year and a half, working out amendments, working out ideas, and coming up with a bill that had a good consensus. I appreciate the action on the Senate floor, the people who were willing to do time limits on their amendments, and how quickly we have gotten through the votes. I particularly want to thank the chairman for the way he has handled this in committee and the process since then. We had a couple of issues that were outstanding and those got worked out. I also want to thank the staffs on both sides. Their dedication for a year and a half is what made this happen, and we have some outstanding staff on both sides.
