I thank the ranking member for the tremendous job he has done and the hours he and his staff have put into reviewing these things. This is not an easy thing to follow. The book we have is an actual manual. The bill we receive to work from is just a bunch of numbers. It is hard to put that all together, and I thank the Senator for the information he has provided.
