Mr. President, I am going to urge my colleagues to reject this motion to instruct. I credit Senator Stabenow's instincts to approach the question of Medicare seriously. I am sure she knows we all take Medicare's future seriously. There are some problems with Medicare that need to be solved. The budget shows Medicare's rate of growth for an average annual rate of 6.4 to 5.5 percent over the next 10 years. Why does the budget resolution adopt these numbers? Because Republicans and the President agree we must act on policies which extend the life of the Medicare trust fund. The budget does this by adopting the President's goal of extending the life of Medicare's hospital insurance trust fund by at least 5 years. According to the Medicare trustees themselves, the hospital insurance fund could be insolvent as early as 2021, just 6 years from now. Independent actuaries at the Centers for Medicare and Medicaid report that over the next 75 years, the Federal Government has promised more than $35 trillion in Medicare benefits. So Republicans joined with the President in looking to extend the life of the hospital insurance trust fund and make the Medicare program sustainable. So I ask that you reject this motion to instruct.
