section 7003 of the legislation before us today, as modified by the Rubio amendment No. 182, addresses units in the Coastal Barrier Resources System, which Congress established through bipartisan legislation in 1982. Congress most recently updated maps as recommended by the U.S. Fish and Wildlife Service at the end of last year through the enactment of Public Law 115-358.
