None of the funds made available by this Act may be used to finalize, implement, administer, or enforce the proposed rule entitled ``Use of Electronic Identification Eartags as Official Identification in Cattle and Bison'' published by the Department of Agriculture in the Federal Register on January 19, 2023 (88 Fed.
