I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end of subtitle D of title XVI the following: SEC. 1657. PROHIBITION ON DE-ALERTING INTERCONTINENTAL BALLISTIC MISSILES. (a) Sense of Congress.--It is the Sense of Congress that-- (1) the responsiveness and alert levels of intercontinental ballistic missiles are a unique feature of the ground-based leg of the United States nuclear triad; (2) such responsiveness and alert levels are critical to providing robust nuclear deterrence and assurance; and (3) any action to reduce the responsiveness and alert levels of United States intercontinental ballistic missiles would be contrary to longstanding United States policy, and deeply harmful to national security and strategic stability in a crisis. (b) In General.-- (1) Prohibition.--None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2016 shall be obligated or expended for reducing, or preparing to reduce, the responsiveness or alert level of United States intercontinental ballistic missiles. (2) Clarification relating to maintenance, safety, security, etc.--Paragraph (1) shall not apply to any of the following activities: (A) Maintenance or sustainment of intercontinental ballistic missiles.
