As you can see from the chart, private sector employment is an upside down U, in that in the year since the majority party has switched hands and Democratic control of Congress has been in place, we have seen private sector employment decline dramatically. At the same time, we have seen public sector employment increase to the tune of about 188,000 public sector workers increase. At the same time, we've lost about 12 million private sector employees. Now, I have a bill that I believe will begin to address this serious problem that we see with regard to employment. It is the Workforce Reduction Act, but it does it without firing anyone. It does it through attrition. The bill provides that for every employee who vacates a position due to retirement or moving on, that that position would be moved into a position pool. In fact, for every 100 retirements that occurs in the Federal Government, 50 positions would be moved into a position pool, the other 50 positions, vacant, would be eliminated.
