I do want to speak very briefly to rebut the argument by the sponsor of this amendment when he said that maintaining and repairing roads would not be possible. Well, if we read the amendment, we will see that in fact what I said is true, that maintaining and repairing roads is not possible, because it says ``or policy that is in effect.'' The Clinton administration policy right now is to not allow those roads to be maintained and repaired. So I just want everyone to know that that was factual.
