“I would just say in response: Then change the law. The law is that Yucca Mountain is the waste repository for high-level nuclear waste. All we are asking is to continue the licensing process. As I said during my opening statement, Congress will have a chance to vote on whether to proceed with the construction of this facility. That is the reality. But we have got to get off the dime and start moving and handling this nuclear waste or it is going to cost us billions and billions and billions more.
