I rise in support of the Spending Commission amendment proposed by my friend and colleague, Senator Mack of Florida. Mr. President, we are in the process of debating a budget resolution which will leave the budget deficit on an ever upward course, if not in the immediate future, then certainly in the long run. Even the 'official' annual deficit 5 years from now projects to be higher than it is today. There is no great mystery about why this is the case. We know where the budget is growing, and where it isn't. We do not lack for any information about why the budget deficit has not been brought under control. What we lack, it has been said on both sides, is sufficient political will. I could not possibly count the number of times that Senators on this floor have argued against such measures as the line-item veto and the balanced budget amendment by saying that 'we don't need gimmicks. We need political courage.' If political courage is what this body lacks, then it is entirely appropriate to use the necessary means to help that political courage to develop.
