I understand what the gentleman would like to do and how it would be helpful to his constituents. I would be happy to continue the discussion of this issue to see if there is anything that this subcommittee can do. I will not oppose this amendment, and I will try to help accomplish this goal that the gentleman is trying to achieve. It is amazing to me that, when everybody agrees on something, how hard it can still be to get it done.
