I understand what the gentleman's concern is. In fact, it is a concern not only in Florida, but all over the country. It is a concern in Ohio. It is actually a concern in Idaho. You wouldn't think about that, but they are having some problems in Idaho with algal blooms, also. So it is something that we need to get on top of. I would just like to clarify that the amendment does not direct funds to any particular activities so that doesn't necessarily mean that this will get done, but I understand what the gentleman is trying to do. For that reason, and because it doesn't upset the balance of the bill, I will not oppose the amendment, but I want to work with him, as well as, I am sure, the ranking member, because this is an issue we have got to address across the country. I appreciate him bringing this matter and this issue to our attention so that we can talk about it.
