I understand the Great Lakes Coastal Resiliency Study is of great importance to my colleague from New York as well as other Members from the Great Lakes region. I would like to note that the underlying bill includes funding and authority for new studies, including a multipurpose study like the Great Lakes study. I also remind my colleagues that the amendment increases the funding level of an account. It does not direct the funding to any particular activity. For that reason and because the amendment does not constitute a major shift in funding between accounts, I would not oppose the amendment.
