I would like to thank my colleagues for joining me in a colloquy, particularly the Senator from North Dakota, who is cosponsoring the Congressional Review Act legislation with me on existing coal-fired powerplants, and certainly my colleague from West Virginia Senator Manchin. We have worked very well together in a bipartisan way on these issues--Leader McConnell, Chairman Inhofe, and Senator Daines from Montana. I think we have presented a clear picture of the impact of these rules. So I ask unanimous consent that any time spent in a quorum call before the 4 p.m. vote series be charged equally against both sides. The PRESIDING OFFICER. Without objection, it is so ordered.
