“Mr. Chairman, I thank the gentlewoman from Oregon [Ms. Furse], who has been instrumental in crafting this. I would note for Members that you should have hand delivered to your office the latest copy of the amendment that we will be offering tomorrow. Additionally, we will be asking that there be printed in the Record for tomorrow as well a copy of our balanced budget amendment. Third, we should have copies here at some point on the table that Members can pick up. So I would urge Members to scrutinize this carefully. Mr. Chairman, I include a copy of our amendment for the Record. amendment to h.j. res. 103 Offered By Mr. Wise of West Virginia Strike all after the resolving clause and insert the following: That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution if ratified by the legislatures of three-fourths of the several States within seven years after its submission to the State for ratification: ``article ``Section 1. Total outlays of the operating funds of the United States for any fiscal year shall not exceed total receipts to those funds for that fiscal year. ``Section 2. The Congress may waive the provisions of this article for any fiscal year in which a declaration of war is in effect.”
