I think my colleague from Tennessee, Mr. Duncan, is absolutely correct. But I brought this report out in order to counter arguments from a number of Members on his side who have been saying, There is no longer a Federal relationship because the power administration operates on its own and the only money the Federal Government is somehow tied to TVA for are these ancillary operations. All I was trying to do in raising this GAO report is to say, any suggestion that the Federal Government is not deeply intertwined in the financial longrun future of TVA is not correct.
