The final vote on W-2 presented legislators a choice. We could continue along a seemingly endless path that had fostered impoverished dependency on government aid. Or we could try a new direction in the hope of leading all Wisconsin citizens to a more dignified, more prosperous life of self-reliance based on work. The current welfare system doesn't serve people well. It doesn't help people advance from welfare to work. That quote comes from State Senator Chuck Chvala, who my colleagues from Wisconsin well know was the candidate who ran last time against Tommy Thompson for Governor in the State of Wisconsin who voted, as did three-quarters of his colleagues in the State senate, for this piece of legislation.
