Since 1991, ARC roads or quarters received over $599 million in funding from ISTEA for demonstration projects alone. That is on top of the funding that is done on this bill. That is money that comes out of the transportation appropriations bill, not out of energy and water. And since 1993 ARC has received $688 million in additional funding from this bill. Removing the $90 million does not stop funding the construction of roads in Appalachia, it simply allows them to get funding from the same sources that the 37 other States have to compete for. In closing, let me go back to the words of Jesse White, the Appalachian Regional Commissioner. "We are trying to seek more balance," Mr. White said.
