So unpacking all of those costs made it immediately clear that eliminating the tail risk was going to be far too costly.

If we regulate it to the point that we eliminate all possible risk, we will raise the price of the product;

You have the value of a statistical life. What is the value of the life lost? You put a number on that.

We really do need to take a look at alternatives to detention, take a look at research, take a look at the cost-effectiveness of that.

I guess my final point--and this is why I think Congress has to act.
