The increasing number of federal inmates contributes to overcrowding in the federal prison system.

Overcrowding also affects the availability of rehabilitation programs for inmates, including substance abuse treatment.

Since the 1980s, the federal Bureau of Prisons has experienced a dramatic growth in its prison population.

Overcrowding leads to inmate misconduct, and creates safety issues for both inmates and corrections officers.

I think the best thing that we can do in the remaining days of this Congress is to reauthorize the Second Chance Act.
