I believe there is room--maybe not as much as the President believes, but there--I believe there is some room.
I just don't think you need to move to a different way of helping out local entities that are already doing what you are asking them to do.
What you are proposing, it puts them in line to get Federal funding. Help yourself, and then they will give you that Federal help.
Safe is not enough, though. This subcommittee's job is to provide the resources and oversight necessary for the Federal Aviation Administration to make the system even safer.
