When a crisis arises and American lives and interests are at risk, the first question decisionmakers ask is: Where are the carriers? An 11 aircraft carrier fleet is central to U.S. defense and diplomatic policy. A robust fleet of carriers makes Ronald Reagan's timeless adage of ``peace through strength'' possible. Recently, the USS Theodore Roosevelt responded to Iran's seizure of a cargo ship, and its actions helped to keep the vital shipping lanes in the Middle East safe and open. The Roosevelt continues to sail in the gulf, and its courageous crew is currently conducting operations against ISIS. The USS Roosevelt provides a perfect example of the crucial role aircraft carriers play in the defense and in the prosperity of our Nation. To reduce our aircraft carrier fleet puts our ability to defend our Nation and our critical interest around the globe at risk. I urge my colleagues to oppose this amendment.
