I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 9, after line 17, add the following: SEC. __. ADDITION OF LEASE SALES AFTER FINALIZATION OF 5-YEAR PLAN. Section 18(d) of the Outer Continental Shelf Lands Act (43 U.S.C.1344(d)) is amended-- (1) in paragraph (3), by striking ``After'' and inserting ``Except as provided in paragraph (4), after''; and (2) by adding at the end the following: ``(4) The Secretary may add to the areas included in an approved leasing program additional areas to be made available for leasing under the program, if all review and documents required under section 102 of the National Environmental Policy Act of 1969 (42 U.S.C. 4332) have been completed with respect to leasing of each such additional area within the 5-year period preceding such addition.''.
