Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 49, line 2, insert ``The Advisory Panel shall consist of 15 members, with 3 members appointed by the Speaker of the House of Representatives and 2 members appointed by the Majority Leader of the Senate.'' after ``other appropriate organizations.''. Page 171, line 2, insert ``, except that 3 members shall be appointed by the Speaker of the House of Representatives and 2 members shall be appointed by the Majority Leader of the Senate. The total number of members of the advisory committee shall be 15.'' after ``by the Secretary''. The Acting CHAIR. Pursuant to House Resolution 271, the gentleman from Virginia (Mr. Griffith) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
