Can the Speaker advise me as to why the gentleman from Kentucky (Mr. Guthrie) was not recognized to call for the ``yeas'' and ``nays'' on the previous question related to the continuing resolution. The SPEAKER pro tempore. We paused for a few minutes and no one addressed the Speaker for that purpose. We did not hear any request for the ``yeas'' and ``nays.'' For what purpose does the minority whip seek recognition?
