The text of the amendment is as follows: At the end of the bill (before the spending reduction account), insert the following: Sec. ___. None of the funds made available by this Act for payments to States and federally recognized Indian Tribes for reclamation of abandoned mine lands and other related activities under the heading ``Office of Surface Mining Reclamation and Enforcement--Abandoned Mine Reclamation Fund'' may be used to implement, administer, or enforce section 200.311 of title 2, Code of Federal Regulations. The Acting CHAIR. Pursuant to House Resolution 1370, the gentleman from Virginia (Mr. Griffith) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
