Mr. Chairman, I certainly have no quarrel with the committee or the committee chairman or the subcommittee chairman. I think this is a great pilot project, which was why I thought it was a brilliant idea, which is why I wanted to at least put this on the table. It is not my habit to offer and then withdraw. Sometimes, you lose; and I understand that is probably the case. I did want to put it on the table, and I do appreciate the gentleman's kind remarks. I yield back the balance of my time.
