If the gentleman will yield further, perhaps for a colloquy, I would ask the gentleman if he suspects that this is because up to this point in time this has always been a State- driven market and, therefore, there are some differences between the States, but that the vast majority of States, according to this report, in the small-group market are going to be facing significant double- digit increases?
