Mr. Speaker, although the Committee on National Security did not have the opportunity to formally review S. 314, it is my understanding that the bill in its final form attempts to address the committee's concerns in two areas. First, section 4(b)(4) of the bill would exclude all depot level repair and maintenance activities as defined in section 2460 of Title X, United States Code from the requirements of this legislation. Secondly, the bill would not change or supersede existing statutory requirements regarding competitive procedures used by the Department of Defense, as provided by section 2461 of Title X, United States Code.
