Mr. Chairman, I remind my colleagues that there is a world of difference between not exceeding which is a floor, not a ceiling. I would further remind my colleagues that everything they have heard on behalf of this bill or this amendment is really not going to accomplish anything that was said on its behalf. It is certainly not going to achieve flexibility for deployment of our forces. It is inflexible when my colleagues say we cannot put people there that our military says they want there for our national security purposes. My colleagues are not accomplishing anything. My colleagues are not adding one troop to any European subcountry's army. My colleagues are only detracting from the flexibility of our own government to defend its interests.
