Mr. Chairman and Members of the body, I want to strongly rise in support of the Kasich budget. This is the most important vote that any Member of Congress will be able to vote on with respect to helping the American family. In the Kasich budget, in the Republican budget, they give a $500 tax credit per child. Now, in the National Commission for Children, which President Clinton was on and Marian Wright Edelman, noted for being concerned with children, Senator Rockefeller, and our colleague from the other side, the gentleman from California [Mr. Miller], came on and recommended a $1,000 tax credit. We can only give a $500 tax credit, but still it will make a difference. Second, why should we be for this? The American family is under more pressure today than any other time in the history of this country. Every indicator that you look at is going the wrong way: Child abuse is up, spouse abuse is up, teen suicide is up, teen pregnancy is up, teen violence is up. The Kasich budget deals with this issue by allowing moms and dads to keep more of their hard-earned money. They say the basic problem for the family is the twin deficits, not enough money to take care of the kids and not enough time to spend with their kids. The Kasich budget allows parents to keep more of their hard-earned money. We do not create a new Government agency, we do not hire more employees, we do not build more buildings, we just merely allow you in your tax returns to keep more of your hard-earned money.
