I was in Bosnia 2 weeks ago. The airdrops are working. They are bringing supplies to help the people. I met with our U.S. military MASH medical unit in Zagreb, Croatia and they are making a difference. I only have 1 minute, so let me quickly say that this amendment will be the worst thing that we could possibly do to our military forces and to the world, to tell them that funds for humanitarian assistance and peace-keeping are shut off. There was a man named Adolf Hitler that wrote a book in the 1930's, ``Mein Kampf,'' and we did not translate the book until 1940. The Russian politician, Zhirinovsky, has also written a book, and we have not yet translated it. What is taking place in Russia today is unbelievable. A vote for the Frank amendment would signal to the Zhirinovskys of the world that they can proceed with their plans to wreak havoc because the United States won't be involved. Last, I would say, go see the movie ``Schindler's List,'' which depicts the horrors of the Holocaust of World World II. There is a ``Schindler's List'' taking place today in Bosnia and a vote for the Frank amendment, I think, only allows this tragedy to continue. A vote against it, I think, would be in the best interest of the United States and freedom around the world. I strongly urge Members to vote down this amendment. It would not be good for our Nation's defense nor good for world peace.
