I commend the gentleman from California (Mr. Schiff) and the gentleman from Michigan (Mr. Bishop). I thank the ranking member of the full committee and the ranking member of the subcommittee and the chairman of the subcommittee for working on this important legislation with me and the committee staff. The question is on the motion offered by the gentleman from Virginia (Mr. Goodlatte) that the House suspend the rules and pass the bill, H.R. 695, as amended. The question was taken; and (two-thirds being in the affirmative) the rules were suspended and the bill, as amended, was passed. A motion to reconsider was laid on the table. ____________________
