Mr. Speaker, just over 40 years ago, Attorney General Robert Kennedy in the midst of a fight in the war against organized crime sent legislation to Congress targeted at organized crime to crack down on gambling over telephone wires. That legislation was passed by the Congress, signed into law and has become commonly known as the Wire Act. However, because the Internet does not always travel over telephone wires, this law, which was written before the invention of the World Wide Web, has become outdated.
