Mr. Chairman, I urge my colleagues to support the underlying bill, which would be badly undermined by this amendment, which would remove from Congress the ability to determine which regulations make sense and which don't, which regulations comport with the underlying law that the Congress passed and which do not. That is the key to this legislation, and it is the key to why Members should oppose this amendment. I urge them to do so. I yield back the balance of my time. The Acting CHAIR.
