the House of Representatives has voted to cut off the funding not for programs that help farmers comply with existing regulations, that keep cattle out of streams and so on, but simply to cut off the funding for the implementation of this--as Secretary Krancer has called it--cart-before-the-horse effort on the part of the EPA.
