I thank the gentleman from Texas for yielding, and I strongly support his amendment. Madam Chairman, one of the simplest, most effective, and most commonsense measures we can take to make sure agencies issue smarter regulations is to require them to do just what this amendment requires: identify achievable objectives for new regulations when they propose them; identify metrics by which they will measure whether those objectives are achieved; and at the end of their rulemakings, live by their own, stated objectives and whether the metrics say the proposed regulations can achieve them. That is plain, simple, commonsense decisionmaking that American families and businesses live by every day. It is high time that Federal agencies be required to live by these standards, too. I urge my colleagues to support the gentleman from Texas' amendment.
