Mr. Chairman, I urge my colleagues to oppose this amendment. The REINS Act is intended to make sure that Federal Government regulations get it right--solve the problem intended to be solved by the Congress in the manner intended by the Congress. Supporting this amendment would defeat that purpose; so I oppose the amendment, and I urge my colleagues to do so. I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentlewoman from California (Mrs. Capps). The question was taken; and the Acting Chair announced that the noes appeared to have it.
