First of all, I thank the gentleman for his question, and I and others have been clear that we think these grandfather clauses should expire. When they first were adopted 16 years ago, it was with the intention that they be phased out. Of course, they have had 16 years, and we would like to have them do that. The SPEAKER pro tempore.
