I thank the gentleman for yielding, and I strongly support his amendment. Madam Chair, title III of the ALERRT Act makes important reforms to assure that agencies identify whether their new regulations will have significant adverse effects on small businesses. One of the most important adverse effects is to identify whether these new regulations will make it harder for small businesses to obtain credit. Small businesses create the majority of the new jobs in our economy, yet without access to credit, how can they do that? How can they even survive? The gentleman's amendment makes sure that agencies do identify whether new regulations will make it harder for a substantial number of small businesses to obtain credit. It is a reform that is long overdue and especially important as our country struggles to achieve a real and durable job recovery. I thank the gentleman for his amendment and urge my colleagues to support it.
