“Mr. Chairman, the Internet has the potential to be a revolutionary force in the evolution of our system of democratic governance. The ability of citizens to share information at relatively little cost enables all Americans to become active participants in the political process. In response to the gentleman from California (Mr. Campbell), there is no way to control what people outside the U.S. put on the Internet any more than the Chinese can control what U.S. citizens put on the Internet. For the gentleman to attempt to regulate some poor soul who wants to have a web site promoting the gentleman from Missouri (Mr. Gephardt) or any other American citizen running for office is an outrage, and we should strongly support this amendment and protect free speech on the Internet.”
