In response to the gentleman from California (Mr. Campbell), there is no way to control what people outside the U.S. put on the Internet any more than the Chinese can control what U.S. citizens put on the Internet. For the gentleman to attempt to regulate some poor soul who wants to have a web site promoting the gentleman from Missouri (Mr. Gephardt) or any other American citizen running for office is an outrage, and we should strongly support this amendment and protect free speech on the Internet.”
