the point about publication is it is not just the choice of the individual inventor but, rather, the publication of everyone's patent applications. If no one else has published, then the entrepreneur has the assurance that that one being published is the one they can put their money behind. If they do not know, if everybody else has a choice of publishing or not, we are back to the same old submarining, gaming of the system.
