I thank the gentleman for his comments about House Joint Resolution Number 1. It is, by the way, the same balanced budget amendment that passed the House as a part of the Contract with America, missed by one vote in the Senate. Same language entirely. And it has over 170 cosponsors in the House right now, including many Democrats. It's bipartisan, and it needs to be bipartisan to get that two-thirds majority of the House to vote for it and pass it and be able to send it on to the Senate. I would now like to recognize the gentleman from Florida (Mr. Buchanan) who has also been a leader on this issue and has, in fact, introduced a balanced budget amendment on his own. And we are proud to work together in promoting fiscal responsibility here in the Congress.
