Mr. Chairman, I thank the gentleman for yielding, and I support his amendment. The bill restores to Congress the accountability for regulatory decisions that impose major burdens on our economy. As Congress makes those decisions, one of the most important factors to consider is whether new regulations produce jobs or destroy them. The bill requires that when agencies submit new regulations to Congress, they will also submit their cost-benefit analyses of the regulations. The amendment guarantees that each of those analyses will include a specific assessment of the jobs the regulations create and the jobs the regulations destroy, distinguishing between private sector and public sector jobs. With that information, Congress will be in a better position to determine whether to approve the rules, and the American people will be in a better position to hold Congress accountable for its decisions. I urge my colleagues to support the amendment.
